It is unfortunate that most EU cities have a problem with begging in the streets and the richer cities are particularly exposed - a consequence of huge differences in wealth across the EU. Begging is legal in Norway , but not aggressive begging and I haven't experienced any cups rattled under my nose or being hounded.
